By appointing Najeeb Jung, IAS (Retd), as the Lieutenant Governor (L-G) of Delhi, the UPA Government was suspected of pandering to the Muslims ahead of Delhi Assembly poll. But, I did not read too much in that decision when Jung was appointed as the 20th L-G of Delhi on July 20, 2013. A competent person should not be denied a position because of his/her religion. Nor should an incompetent person be rewarded due to his religion/caste tag. But fresh revelations on the L-G’s appointment refute such simplistic reading of the situation.
Muslims understand Congress’s treachery, vote-bank politics will fail
An RTI query by Subhash Chandra Agarwal shows that Jung was not named in the original shortlist for L-G’s post. Appointing him was clearly an afterthought. It was later proposed by RK Singh, the then home secretary, who has now joined the BJP. But that is beside the point. The original shortlist shows that there were five names – out which four were Muslims and one Sikh. They were a) SY Qureshi, former Election Commissioner b) Salauddin Ahmed, former chief secretary of Rajasthan c) Anwar Ahsan Ahmed, former secretary, Border Management Division, Ministry of Home Affairs d) Shamim Banu, former additional chief secretary, Karnataka and e) GS Kang. Was it merely a coincidence that no prospective appointee could be located amongst the majority community? This comes at a time when Hindus are often accused of dominating the civil services. The Government itself has initiated affirmative measures to spruce up the headcount of Muslims in the public service. This includes controversial provisions like communal reservations and implementation of Sachar Committee Report.
The Delhi L-G shortlist reveals how the Government is serious about its ‘Muslims first’ policy. In his famous speech at National Development Council meeting on December 10, 2006, the Prime Minister Manmohan Singh stated that Muslims must have the first claim on nation’s resources. This was indeed a practical demonstration. The Muslim first policy in this case also means Hindus last. It is intriguing that no body from majority community could be found for Delhi L-G’s post. Now, Najeeb Jung’s appointment itself becomes suspect in my eyes. Incidentally, Congress routed in the Delhi elections, has performed well in all Muslim dominated constituencies.
